‘Help! I’m terrified’: Some people asked to surrender their Canadian citizenship certificates 17.06.2026

Immigration, Refugees and Citizenship Canada (IRCC) is reviewing a limited number of Canadian citizenship certificates previously issued under Bill C-3, also known as the “Lost Canadians” legislation. This law extended citizenship by descent beyond the first generation. Some individuals who received certificates have been asked to surrender them due to concerns that submitted documentation may not have originated from official authorities responsible for vital records. The IRCC stated that this review is an individualized process to ensure certificates were properly issued according to legal evidence requirements. Affected individuals have the opportunity to provide further documentation; if entitlement is confirmed, the certificate will be returned.
