Moviment Graffitti has released a policy paper calling for an end to child statelessness in Malta, highlighting a critical gap in the country's legal and policy frameworks. The paper notes that no formal procedures exist to identify or resolve the status of stateless persons, making the issue largely invisible. While the 2021 census recorded only 171 stateless people, evidence from civil society and social service providers suggests the actual number is likely much higher, with most being children. This statelessness stems from legal and administrative gaps: children born in Malta to foreign parents do not automatically acquire Maltese citizenship, and inheriting their parents' nationality is often impossible due to war, persecution, or gender-discriminatory laws.
