Ukraine to pick AI models operated without provider control, official says 07.07.2026

Ukraine is shifting its digital strategy toward AI sovereignty by prioritizing self-hosted, "on-premise" models to ensure government, business, and military services remain functional during wartime. Roman Kyslyi, Chief AI Officer at Ukraine's Ministry of Digital Transformation, stated that this move aims to prevent dependence on remote systems that providers like OpenAI or Anthropic could restrict or deactivate. This policy follows U.S. government orders to cut access to certain powerful models. Currently, Ukraine uses Google's Gemini as an interim solution for its Diia app, but it strips personal data to maintain security. To achieve long-term independence, Ukraine is collaborating with Kyivstar to develop a custom model based on Google's open-source Gemma, expected this autumn. This model will be deployed on domestic infrastructure to ensure control over critical digital tools and data.
