Public Protector Kholeka Gcaleka has found the City of Cape Town guilty of maladministration following a systemic investigation into service delivery failures in Langa Flats and Khayelitsha. The investigation, prompted by resident complaints from 2022 and 2023, revealed that the municipality failed to provide essential services including water, sanitation, electricity, and waste management. Critical failures included broken sewer infrastructure, non-functional fire safety equipment at clinics, and a lack of lease agreements for Langa Flats residents, which undermines tenure security. Gcaleka issued binding remedial action, ordering the City to provide water to SST-Marikana within 30 days and complete sewer repairs within 120 days. While the City acknowledged working with the Public Protector and cited financial pressures and infrastructure aging, Gcaleka emphasized that resource limitations do not excuse constitutional violations. The City responded by stating that upgrades are planned and services are being addressed.
