Oversight assisted 14th Five-Year Plan 25.02.2026

Ahead of China's March "two sessions," national political adviser Jin Hua conducted research at a rural elderly care center in Dulan county, Qinghai province, to improve services in high-altitude regions. While China established over 140,000 rural mutual-aid elderly care facilities during the 14th Five-Year Plan (2021-25), Jin highlighted the need for specialized support for seniors in remote, high-altitude areas. Despite increased state investment in nursing beds, regional institutions face low occupancy and staff shortages due to climate and traditional attitudes. Jin plans to propose guidelines for plateau medical-nursing institutions, including emergency oxygen supply, for the upcoming CPPCC National Committee session, where the 15th Five-Year Plan (2026-30) will be a focus. The CPPCC's democratic supervision over the past five years, involving 47 leadership-led grassroots investigations and 779 committee members, resulted in 48 reports and 323 recommendations to facilitate the 14th Five-Year Plan's implementation.
