The order prohibits provincial departments from scheduling or participating in nonessential group activities requiring transportation, fuel, or electricity without the governor's explicit authorization. Exemptions are provided for disaster risk reduction, legally mandated functions, and time-sensitive service delivery, with only indispensable, non-postponable out-of-province trips permitted.
