Submitted by Bahrain on behalf of Gulf states, the resolution aimed to coordinate defensive efforts for maritime navigation safety. Fu argued that the draft failed to address the conflict's root causes and could have legitimized unauthorized military operations, exacerbating the situation. He emphasized that China's veto supported peace, upheld the UN Charter, and created conditions for a ceasefire and negotiations, while also calling on Iran to restore normal navigation and criticizing U.S. military deployment.
