The Chamber of Elected Officials of the Alliance for the Republic (APR) welcomes Act IV of decentralization but calls for guarantees to preserve the achievements of Act III, implemented under the presidency of Macky Sall. They consider the latter to be the most ambitious reform in Senegal, citing full communalization, the strengthening of local democracy, and the increase in transferred resources. However, elected officials deplore the slowdown of structural programs such as PACASEN and FERA, which weakens local authorities. To ensure the success of Act IV, they demand a clear status for local elected officials, adequate resources, and broader consultation, while insisting on continuity and coherent governance.
