'Americas Counter Cartel Coalition': Inside the US strategy to combat narco terror, confront China, other foes 24.03.2026

The United States is implementing a comprehensive hemispheric security strategy, dubbed "Shield of the Americas," to combat transnational criminal organizations and counter the influence of geopolitical rivals like China, Russia, and Iran in Latin America. This multi-layered initiative integrates military, intelligence, and law enforcement capabilities across partner nations, with the "Americas Counter Cartel Coalition" as a central component, currently comprising 18 members. Unlike previous approaches, the U.S. is now actively accompanying partner nations in counter-narcotic operations and encouraging the use of hard power for deterrence, including destroying cartel infrastructure and neutralizing members. The strategy also addresses concerns over Chinese infrastructure investments, Iranian-linked illicit finance, and Russian disinformation campaigns, with increased intelligence cooperation and cybersecurity initiatives. Panama has notably withdrawn from China's Belt and Road Initiative and strengthened its security partnership with the U.S.
