At Cebu’s Cotcot River, structural errors plague Discaya-linked projects 27.06.2026

The Department of Public Works and Highways (DPWH) Cebu 5th District Engineering Office completed a P96.4-million flood control embankment on the Cotcot River in Liloan in December 2024. Awarded to St. Matthew Gen. Contractor & Development Corp. and MC Geometric Proportions Inc.—owned by Curlee and Sarah Discaya, who face malversation cases—the project included a sidewalk and solar streetlights. However, during Typhoon Tino in November 2025, the embankment overflowed, damaging nearby homes and displacing over 12,000 residents. Rappler’s investigation found the project deviated from the 2017 Metro Cebu Integrated Flood and Drainage System Master Plan, which recommended a diversion channel to improve drainage. No such structure was built. In September 2025, technicians issued a notice of defects for chipped plaster, which DPWH engineers dismissed as minor. Experts noted the project also violated the three-meter easement required by the Water Code. A separate P149-million upstream project by the same contractors likewise failed to follow the master plan, according to an inspection by the ICI Special Adviser. Vice Governor Glenn Soco cited bureaucratic disconnects and the Duterte-era cash budgeting system as systemic factors hindering flood mitigation. Residents remain traumatized, with over 2,000 still displaced as of June 2026. DPWH Secretary Vince Dizon acknowledged that proper implementation of the master plan would have reduced damage.
