The United Kingdom is experiencing a significant outflow of millionaires, with an estimated 10,800 departing in 2024 and 16,500 in 2025, a trend attributed to recent changes in tax policy. In March 2024, the government altered the long-standing "remittance basis" rule for non-domiciled residents, reducing the tax exemption period for foreign income from fifteen years to four and introducing a 40% inheritance tax on overseas assets. This shift, intended to generate £34 billion over five years, has prompted prominent figures like Nassef Sawiris and Lakshmi Mittal to relocate their tax residency. While some experts caution against simplistic interpretations, citing other potential factors like economic stagnation and Brexit, the Treasury anticipates that the new taxes will generate substantial revenue, potentially offsetting the financial impact of these departures.
