Azerbaijan is set to enhance its National Payment System by expanding the functionalities of its components, aiming to broaden accessibility and promote financial inclusion. This initiative is outlined in the "State Program on expanding financial inclusion for 2027-2030," approved by President Ilham Aliyev, with the Central Bank of Azerbaijan (CBA) tasked with its implementation, supported by the Azerbaijan Banking Association (ABA) and the Azerbaijan Fintech Association (AzFina). The project, scheduled for execution between 2027 and 2028, will begin with a market requirements analysis, followed by measures to expand instant payment services. The ultimate goal is to elevate the annual number of cashless transactions per capita from the benchmark of 228 to 300.
