From July 1, Cyprus introduces stricter motorcycle licensing rules that prohibit learner licence holders from riding on public roads without a licensed instructor present. This change directly impacts thousands of food delivery drivers, who must now hold a full motorcycle licence to work. The Road Transport Department (TOM) states the law was enacted in 2023 to improve road safety, giving businesses three years to prepare, and has doubled motorcycle testing capacity since mid-2025.
