He proposed a 20% cut for hospitality venues and raising the threshold for paying business rates for independent retailers, targeting empty high street properties to offset costs. Burnham firmly reiterated Labour's 2024 manifesto pledge not to raise VAT, income tax, or national insurance, stating, "I stick by the manifesto and the promises that it made."
