Cabinet eyes rules to protect migrants 09.04.2026

Taiwan's Cabinet is considering new regulations to enhance migrant worker protections, driven by evolving international labor standards and the Taiwan-US Act on Reciprocal Trade (ART). The proposed amendments aim to outlaw the retention of workers' identity documents by employers and labor brokers, a practice previously linked to forced labor indicators. Additionally, employers and brokers would be prohibited from expropriating personal property and collecting irrelevant personal details from applicants. These measures, alongside potential fines and permit revocations for contraveners, seek to improve human rights conditions for migrant workers. Separately, Taiwan is finalizing a program to potentially welcome its first group of migrant workers from India this year, following a February 2024 memorandum of understanding on labor cooperation.
