Cambodia’s scam crackdown creates a new problem: Foreigners left jobless and stranded 06.05.2026

Cambodia's intensive crackdown on scam centers has inadvertently created a humanitarian crisis, leaving thousands of foreign workers stranded without jobs, shelter, or passports. These individuals, many of whom were forced into scamming or deceived by job offers, now face risks of social disorder, re-recruitment into new criminal operations, and even sexual violence. While the Cambodian government reported shutting down over 250 scam locations and 91 casinos between July 2025 and mid-April 2026, and facilitated the voluntary departure of over 241,000 individuals, a significant number remain displaced. Experts emphasize that simply raiding physical locations is insufficient, advocating for the dismantling of financial networks and the use of advanced technology to prevent the problem from merely relocating to neighboring countries like Thailand, which has heightened its border surveillance in response.
