Cebu court grants Sarah Discaya bail, but another warrant keeps her in detention 08.07.2026

The 27th branch of the Regional Trial Court in Lapu-Lapu City granted government contractor Sarah Discaya a P1-million bail in a malversation case linked to an alleged P96.5-million ghost project in Davao Occidental. However, she remains detained due to another standing arrest warrant from the Malolos City, Bulacan RTC Branch 20 for a non-bailable malversation case filed by the Office of the Ombudsman involving a P53.9-million flood control project in Calumpit, Bulacan. Judge Nelson Leyco ruled that prosecution failed to establish strong evidence of Discaya's participation in the Davao Occidental case, as no witness testified regarding her involvement. Co-accused Czar Ryan Ubungen was also granted P300,000 bail. Evidence showed DPWH officials allegedly conspired to construct a concrete revetment in 2025 to cover up its non-completion in 2022, with anomalies including a 30.65% accomplishment rate claimed in only four days.
