A recent Senate analysis of 2024 fiscal data reveals that over 13,000 households subject to the French real estate wealth tax (IFI) pay no income tax, with approximately 10% of IFI taxpayers reporting zero or negative income tax liability. This finding contradicts previous denials from the Ministry of Public Accounts, specifically from former minister Éric Lombard, who had stated that thousands of wealthy French citizens paid no income tax. The Senate's note indicates that the proportion of these high-net-worth individuals not paying income tax increases with their wealth, reaching 10.2% for the top 0.1% of real estate wealth holders and 14.9% for the top 0.01%, whose average wealth is €14 million.
