The City of Reykjavík is facing costs amounting to billions due to services for children with complex needs after the state tightened its definitions. According to a new government regulation, 57 children receiving services from the city fall outside the definition of children with complex support needs. The state has only agreed to pay for services for five children, despite an agreement between the state and municipalities that the state would assume those costs.
