The Comptroller General of the Republic has requested the State Defense Council (CDE) to file a complaint against the officials responsible for leaking a confidential preliminary report regarding an audit of the National Migration Service. The document, which addressed the family reunification of Haitian children, was subject to strict security measures, including encrypted files and passwords delivered in sealed envelopes. The leak prevented new investigations from being conducted to locate 64 minors who could not be initially located. Comptroller Dorothy Pérez described the breach of confidentiality as a serious matter. Furthermore, the final audit report revealed administrative disorder and the irregular conduct of the former Director of the National Migration Service, Luis Thayer, who allegedly signed a memorandum to reduce legal requirements without having the necessary authority.
