Court reinstates Valletta Luxury Projects as winner of Evans Building concession 25.06.2026

The Court of Appeal's decision on Thursday reinstates the concession awarded to Valletta Luxury Projects (VLP), a joint venture between Benny Ltd (affiliated with businessman Mark Weingard and the Anantara luxury hotel brand) and the Eden Leisure Group (owned by the Decesare family), to redevelop Valletta's historic Evans Building under a 65-year concession. The court overturned two earlier Public Contracts Review Board (PCRB) rulings that had annulled the award after rival bidders challenged a discrepancy in VLP's financial bid. VLP had entered €1.2 million as its annual concession fee in an electronic form, but mistakenly left the total concession value field at the same amount instead of the cumulative €78 million over 65 years. The evaluation committee accepted the correction, but bidders Katari Hospitality JV and the European School of English (ESE) – part of the Iconic Hotel Malta–Nobu Consortium – argued this was an impermissible post-submission alteration.
