Investigators believe that Arcuri's responses do not resolve crucial issues, such as the role of lawyer Stefano Beghi in mediating with Chinese suppliers and the management of advance payments for medical supplies, including ventilators. Despite Arcuri's claims that no offers were submitted through Beghi and that proposals involving advance payments were rejected, recovered conversations suggest greater involvement from Beghi and payments made before the goods arrived in Italy, sometimes upon request. Furthermore, the Guardia di Finanza is contesting the completeness of the documents provided regarding checks on Chinese suppliers and the details of individual orders, believing that essential data is missing to reconstruct the entire process.
