Cultural watchdog warns 10-storey development would erase surviving Swatar valley landscape 23.07.2026

A major development proposal for a 10-storey mixed-use complex overlooking Valley Road in Msida is facing heritage concerns. The Superintendence of Cultural Heritage (SCH) warned that the project would erase a surviving tract of valley landscape and destroy traces of agricultural activity and vernacular structures. The application, PA/01891/26, presented by Michael Mizzi’s Ogygia Ent. Ltd, proposes excavation for underground parking, a ground-floor showroom and office, 69 private garages, office space, and 51 residential units. The building would be terraced between Valley Road and Triq G. Flores in Santa Venera, reaching around 10 storeys from Valley Road.
