Former DA leader John Steenhuisen revealed that ministers within the Government of National Unity, including Solly Malatsi and Willie Aucamp, faced pressure from Resolve Communications, chaired by Tony Leon, to alter government policies. Specifically, lobbying efforts allegedly targeted policies to benefit clients like Starlink and REDISA. For instance, a policy change regarding Broad-Based Black Economic Empowerment reportedly aimed to allow Starlink to operate without requiring 30% local ownership. While Leon maintains that lawful lobbying is distinct from criminal state capture, critics like Dr. Reneva Fourie suggest such actions undermine transparency and procurement processes.
