DBM clawing back unused 2025 funds to support relief program 05.05.2026

The Department of Budget and Management (DBM) ordered all government agencies to identify and surrender unused funds from their 2025 budgets to support the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) relief program. This directive, outlined in National Budget Circular (NBC) No. 603 posted on Monday, follows NBC No. 602 and responds to President Ferdinand R. Marcos, Jr.'s declaration of a national energy emergency via Executive Order No. 110 in late March. UPLIFT aims to stabilize fuel supply, sustain economic activity, and protect sectors from rising energy costs. Agencies must review unobligated allotments using Financial Accountability Reports submitted March 31 and declare savings by May 15. Savings include funds from completed, discontinued, or abandoned projects, with abandoned projects ineligible for funding for two years. The circular covers national government departments and corporations, though legislative and judicial branches are not mandated but urged to adopt similar measures. The DBM will withdraw funds via negative Special Allotment Release Orders and reallocate them to UPLIFT programs throughout the emergency period.
