Diplomats Analyze EU Recommendation for Serbia: What Does This Mean for Kosovo? 07.07.2026

The European Commission will present a written recommendation to EU member states to open Cluster 3 in negotiations with Serbia, assessing that it has met the requirements. This group of chapters, known as “Competitiveness and Inclusive Growth,” includes areas such as digital transformation and social policies. However, the final decision requires unanimous approval from all member states, some of which have expressed reservations regarding Serbia's progress, demanding results in democratic reforms and the normalization of relations with Kosovo. Former Ambassador Alma Lama emphasized that this recommendation concerns internal reforms and not Kosovo, adding that Serbia remains a destabilizing factor for Kosovo and the region. Former Ambassador Avni Arifi expressed doubts that the proposal would receive support from all member states, calling for greater engagement from Kosovo's Ministry of Foreign Affairs and European Integration.
