Discussion held on ‘Karnali Province Water Supply and Sanitation Bill’ 04.07.2026

The Karnali Provincial Government has held discussions with stakeholders regarding the draft of the ‘Karnali Province Water Supply and Sanitation Bill 2083’. During the discussion held in Birendranagar, Surkhet, Energy Development Minister Vijaya Budha stated that the creation of a legal document for water supply and sanitation—which is essential for human life—will emphasize citizens' fundamental rights, forest and environmental conservation, and resource management. Acting Secretary of the Ministry, Binod Bhandari, mentioned that the act will be formulated to guarantee the fundamental rights provided by the constitution and to meet the needs of the province. At the program, water supply and sanitation expert Kamal Adhikari presented a working paper on federal acts, regulations, standards, methods, and procedures. Participants suggested that the act should include issues such as toilets, handwashing stations, waste management, environmental protection, safe drinking water, institutional development of user committees, and the establishment of mechanisms at the municipal level.
