Booth Level Officers (BLOs), critical for electoral roll revision, are also heavily involved in the census, creating a manpower overlap and logistical challenges for enumerators. This postponement follows previous phases of the SIR that encountered difficulties, including litigation, political opposition, and issues with roll documentation in West Bengal, leading to schedule changes and extensions in several states and Union Territories. The Election Commission of India had previously advised chief electoral officers to complete preparatory work for an April start, but the census's commencement on April 1 has disrupted these plans.
