French President Emmanuel Macron has formally requested that U.S. President Donald Trump lift what he describes as "unjustly imposed sanctions" on two French citizens: former European Commissioner Thierry Breton and Judge Nicolas Guillou. Macron's letter, excerpts of which were reviewed by AFP, specifically calls for reconsideration of these decisions, citing that Breton is accused of "censorship" by the U.S. State Department for his role in regulating digital services, which Washington views as an infringement on free expression. Guillou, a judge at the International Criminal Court (ICC), was sanctioned in August 2025 for his involvement in the arrest warrant for Israeli Prime Minister Benjamin Netanyahu, which Macron argues undermines judicial independence and the ICC's mandate.
