Leclerc, speaking from Bucharest, Romania, highlighted that internal displacement remains a major concern, with hundreds of thousands fleeing Kyiv due to intensified attacks and severe winter conditions impacting energy infrastructure. He also pointed to increased evacuations from eastern regions near the front lines, such as Kharkiv and Zaporizhzhia, as Russian forces advance and conditions deteriorate.
