Philippe Leclerc, the UNHCR's regional director for Europe, stated that significant numbers of Ukrainians are not currently leaving the country, with the exception of young men who are permitted to depart due to new mobilization laws. He noted that most of the approximately six million Ukrainian refugees globally intend to return once peace is established. Leclerc, speaking from Bucharest, Romania, highlighted that internal displacement remains a major concern, with hundreds of thousands fleeing Kyiv due to intensified attacks and severe winter conditions impacting energy infrastructure. He also pointed to increased evacuations from eastern regions near the front lines, such as Kharkiv and Zaporizhzhia, as Russian forces advance and conditions deteriorate.
