Ankara is proposing an approach where Euro-Turkish relations take precedence over discussions on the Cyprus issue, requesting an upgrade of the Customs Union and visa arrangements. Simultaneously, the occupying side accuses Nicosia of "recruitment" and "encirclement" through its strategic partnerships, such as the SOFA agreement with France and the enhancement of defense capabilities. The EU is attempting to exert pressure through diplomatic channels, while the upcoming NATO summit will be critical for linking the two issues. At the same time, Turkey is promoting the consolidation of its presence in the occupied areas through infrastructure projects, such as the operation of radar in Karpas and the development of ports, aiming to control the "Blue Homeland" and strengthen its geopolitical power in the Eastern Mediterranean.
