Digital exclusion and the challenges of connectivity in Angola 08.06.2026

At the end of 2025, Angola registered 30.6 million active mobile connections, an 8.5% increase compared to 2024, according to GSMA Intelligence. However, this number does not reflect the total number of unique users, as many Angolans possess multiple SIM cards, a trend exacerbated by the adoption of eSIM. Mobile connection penetration reached 77.8% of the population, but 18.8 million Angolans still lack internet access, according to DataReportal 2025. In suburban and rural areas, the lack of connectivity infrastructure hinders internet access, limiting mobile phone use to basic functions such as voice calls. Thousands live without any network signal, while others depend on the 2G network, which only supports calls and SMS, excluding access to digital services.
