The introduction of new import levies on packages from China, featuring an additional surcharge of 3 euros per product type, is having consequences for the illegal sale of vapes in the Netherlands. Although flavored vapes have been banned since January 1, 2024, figures from CBS (Statistics Netherlands) show that the number of youths vaping has not decreased. According to experts from Clean Air Nederland and Rookpreventie Jeugd, illegal trade via channels such as Snapchat remains highly active. While higher import costs may affect traders, the impact on the end user remains unclear. Experts emphasize that price increases are insufficient to combat the addictive nature of nicotine. Instead, they advocate for stricter enforcement, better monitoring of points of sale, and targeted awareness campaigns to limit the illegal market and the health risks to young people.
