Fish project ‘not abandoned, affected by funding crunch’ 03.06.2026

The Nyengedi and Ruvula fish projects in Lindi and Mtwara, respectively, have stalled primarily due to funding constraints, not abandonment, according to Agnes Meena, Permanent Secretary in the Ministry of Livestock and Fisheries. While budget allocations have been made, actual fund availability has lagged, creating competition with other government projects. Compounding these issues are unresolved land compensation issues for the Nyengedi project's offices and infrastructure, and administrative complexities as it falls under the Mtwara Municipality's management. The Ruvula Centre, though reportedly 99 percent complete and awaiting seawater for operations, still requires further work before it can commence activities like sea cucumber and oyster breeding, despite prior directives from the former Minister for Livestock and Fisheries to expedite its completion for community benefit and export potential.
