Vardanyan addressed his criticism to Prime Minister Nikol Pashinyan after Armenia's Human Rights Defender Anahit Manasyan stated her office lacks the mandate to arrange visits to Azerbaijani prisons. Vardanyan highlighted the disparity between Armenian officials traveling for trade and the absence of any delegation for prisoners, noting the inadequate and informal delivery of aid to detainees, some of whom are elderly or seriously ill. He demanded the government name a responsible official for prisoner affairs, publish their care procedures, and explain actions taken over the past six years, questioning the state's commitment to its citizens' well-being.
