Govt Reduces Mining Fees to Boost Investment 06.05.2026

The Zimbabwean Government has approved a comprehensive overhaul of mining sector licences, permits, and fees to reduce business costs and enhance competitiveness, announced by acting Information Minister Mangaliso Ndlovu following a Cabinet meeting in Harare. Based on a 2025 Cabinet resolution, Finance Minister Mthuli Ncube introduced reforms merging overlapping licences, scrapping or reducing levies, and implementing a tiered fee structure favoring artisanal miners. Specific changes include lowering precious stones registration fees from $15,000 to $10,000 every five years, reducing export permit fees for exploration samples from $1,875 to $500, and halving commissioning fees from $700 to $350. New low-cost fees, such as $100 for gold jewellery manufacturing licences, are introduced, while Rural District Council levies will be standardized and capped at half current levels. Ncube clarified these are regulatory fees, not taxes, aiming to attract investment and formalize small-scale mining, alongside ongoing law reviews and a digital rights system.
