Holm: Latvia's delay with Rail Baltic will significantly increase costs for Estonia 08.06.2026

Auditor General Janar Holm warns that Latvia's delay in constructing the Rail Baltic railway will be costly for Estonia, even if Estonia itself manages to meet the 2030 deadline. The Ministry of Climate assures that Estonia continues to work at the planned pace to fulfill its international obligation, but Latvia needs an additional 3.7 billion euros to implement the project. Latvia is considering the European SAFE (Security and Defence Fund) instrument or a public-private partnership to cover the funding gap, but the latter could delay the project. Latvia's new Prime Minister, Andris Kulbergs, has pledged to seek solutions and intends to discuss the issue with European Commission President Ursula von der Leyen, emphasizing the project's importance from a military mobility perspective.
