The House of Representatives has approved on final reading the Komprehensibong Alalay sa Livelihood, Inflation, Negosyo at Goods Assistance (KALINGA) Act, a measure designed to establish a systematic government response to emergencies, particularly those affecting fuel prices and the economy. This bill, which garnered 294 affirmative votes, grants the President the authority to declare a national energy emergency under specific conditions, such as sustained high global crude oil prices, sharp domestic fuel price increases, or critically low fuel inventories. Upon declaration, temporary emergency measures can be implemented to stabilize prices, protect vulnerable sectors, ensure essential services, secure supply chains, and cushion economic shocks. The act also includes provisions for aid to micro, small, and medium enterprises, agricultural and fisheries assistance, and strategic fuel reserves, aiming for a quick, decisive, and coordinated government action during crises.
