JNJ reinstates Carlos Loyola as candidate and reopens competition for ONPE head 04.07.2026

The National Board of Justice (JNJ) has decided to reinstate Carlos Loyola as a candidate for the position of head of the National Office of Electoral Processes (ONPE), thereby reopening the competition that had previously been declared void. This measure was taken after accepting, with four votes in favor, the motion for reconsideration filed by Loyola, who argued that his exclusion violated his right to access public office under equal conditions and based on merit. The JNJ also announced the restructuring of the competition's schedule to continue the selection process. Previously, Loyola had been excluded for omitting two ongoing legal proceedings in his registration form—one related to his work at Reniec and another involving a civil lawsuit—which he considered to have been voluntarily rectified and argued that his exclusion was disproportionate.
