The City of Johannesburg's proposed R97.1 billion budget for the 2027 financial year includes a 12.5% increase in domestic water tariffs. However, civil society group WaterCAN has exposed a significant, and allegedly hidden, 65.6% increase in the fixed monthly water demand management levy. This hike will raise the fixed charge from R65.08 to R107.74 before VAT (R124 including VAT), regardless of consumption. WaterCAN director Ferrial Adam criticized the lack of transparency, noting the increase was not clearly presented alongside usage charges. This fixed levy disproportionately affects low- and middle-income households already facing financial strain from rising costs, as it penalizes them irrespective of water conservation efforts. WaterCAN is urging the city to clarify the levy's impact and rectify its misleading presentation.
