The leader clarified that the matter was not formally addressed during his meeting with members of Juntos por el Perú, although he mentioned the existence of social demands for this benefit. Balcázar suggested that a pardon could serve as a turning point for national pacification, comparing the need for consensus to historical processes in Spain and Germany. Finally, he noted that an eventual government under Keiko Fujimori should seek consensus to avoid governing a divided country following the current political crisis.
