This marks the second time Cobb has blocked such a requirement, following a December ruling against a similar policy. The latest version was reinstated by Homeland Security Secretary Kristi Noem shortly after an ICE officer fatally shot a U.S. citizen, leading to three Democratic representatives being denied entry to a facility near Minneapolis. The court found it highly probable that restricted funds were used to enforce the policy, which potentially violates a law barring the use of general funds to impede congressional oversight.
