Party General Secretary and State President Tô Lâm emphasized that administrative reform transcends mere organizational streamlining, aiming to forge a governance structure that is robust, efficient, accountable, and public-service oriented, thereby underpinning sustainable development. Chairing a review of the political system's new organizational and three-tier administration models, Lâm acknowledged the extensive work completed but cautioned that structural changes do not inherently guarantee operational success. The immediate focus must shift from redesign to effective functioning and enhancing governance quality, ensuring genuine capacity rather than just assigned responsibilities. He highlighted gaps in institutional frameworks and operating mechanisms, the need for aligned powers and responsibilities in decentralization, and the uneven capacity and resources at the commune level following administrative restructuring. Digital transformation and data management were identified as critical bottlenecks requiring precise identification of performance issues and responsible parties across all administrative levels. Lâm called for a report that moves beyond listing achievements to critically analyzing impacts, evaluating operational quality, identifying genuine bottlenecks, and proposing concrete actions with defined accountability.
