Luxembourg Changes Its Approach to Integration 03.07.2026

The Biergerpakt (Citizen's Pact for Intercultural Living Together) represents the first concrete implementation of the 2023 law on living together in Luxembourg. This new program marks a deliberate shift in philosophy by the government: it is no longer solely about supporting newcomers in their integration, but about inviting everyone who lives or works in Luxembourg—Luxembourgers, foreign residents, and cross-border workers—to participate in a shared citizenship. This shift is logical in a country where nearly half of the population is foreign, more than 170 nationalities coexist, and approximately 200,000 cross-border workers contribute to the economy every day.
