Lieutenant-Colonel Justice Duma, an undercover SAPS crime intelligence operative, testified before the Madlanga Commission about the devastating impact of the November 2021 theft of a significant cocaine exhibit from a Hawks facility in Port Shepstone. Duma, who was instrumental in the large drug seizure, expressed profound disappointment and a shattered trust in the Directorate for Priority Crime Investigation (DPCI), stating the incident erased the operation's gains and embarrassed the South African Police Service (SAPS). He admitted that national instructions for handling exhibits were not strictly followed, and processing the large quantity of drugs off-site was deemed impractical, though alternatives were not clearly explored. Duma also raised concerns about his identity being revealed, citing safety risks in drug cartel investigations.
