Crime Intelligence operative Lieutenant-Colonel Justice Jabulani Duma testified before the Madlanga Commission of Inquiry, addressing a crisis of trust within the Directorate for Priority Crime Investigations (DPCI), or Hawks, particularly concerning drug investigations. His testimony was partly in-camera. Duma expressed a loss of faith in the DPCI as a component following the disgraceful 2021 theft of 541kg of cocaine, valued at over R200 million, which was stolen from the Hawks’ custody in KwaZulu-Natal. He recounted how, in June 2021, he contacted trusted officers, including Colonel Gavin Jacobs and Warrant Officer Livingstone Mpangase, to inspect a container at Durban Harbour that ultimately held the stolen cocaine. The drugs later vanished from a Hawks storage facility in November 2021. Duma emphasized that trust and established relationships are paramount when selecting officers for sensitive operations, highlighting the need for secure information.
