Ketika perang saudara meletus di Sudan Selatan pada Desember 2013, para pegawai negeri menghadapi krisis politik dan ekonomi yang parah. Negara tersebut, sebagai pemberi kerja terbesar, memiliki lebih dari 465.000 personel pemerintah pada tahun 2015, dengan 85% di antaranya memegang peran keamanan. Konflik tersebut memicu keruntuhan ekonomi: pound Sudan Selatan kehilangan hampir 90% nilainya terhadap dolar AS pada tahun 2015, hiperinflasi menggerus upah, dan ekspor minyak runtuh, yang membuat pemerintah bangkrut dan tidak mampu membayar gaji selama berbulan-bulan hingga bertahun-tahun. Meskipun demikian, para pegawai negeri tidak mengundurkan diri secara massal. Kurangnya alternatif, termasuk sektor swasta yang kecil dan tingkat pendidikan yang rendah, juga membuat mereka tetap bertahan dalam peran mereka, yang membantu mempertahankan institusi negara selama krisis.
