Minister Creecy reaches into the past to plan for the Road Accident Fund’s future 13.05.2026

Transport Minister Barbara Creecy is reviving the proposed Road Accident Benefit Scheme (Rabs), a plan first conceptualized in 2002, to address the Road Accident Fund's (RAF) insolvency and dwindling revenue. The current RAF is funded by a fuel levy, which is threatened by the rise of electric and hybrid vehicles. The Rabs aims to implement a no-fault, defined benefit system for accident victims, moving away from the RAF's current structure, which has suffered from creative accounting, mismanagement, and excessive transaction costs. This proposed shift mirrors recommendations made by Judge Kathy Satchwell in 2003 and seeks to create a more sustainable, equitable, and affordable compensation system, though it is expected to face opposition from the legal fraternity concerned about the loss of common law rights.
