Minister presents new allocation formula for vocational education funding: 66 million euros shifts from the Randstad to shrinking regions 07.07.2026

Minister of Education Rianne Letschert has presented a new funding plan for vocational education (mbo) to protect institutions in shrinking regions. Starting in 2029, one-quarter of the budget will be fixed, reducing dependence on declining student numbers. This will result in an annual shift of 66 million euros from mbo institutions in the Randstad to regions such as Friesland, Groningen, and Limburg. An additional surcharge of 81 million euros will be made available for these regions, provided they meet specific criteria. Although 41 out of 53 institutions will have to surrender funds, the MBO Council supports the principle of solidarity. Additionally, a collaboration budget will be introduced to better align education with the regional labor market. Extra funds will also be released for free learning materials for underage students to improve educational opportunities. The proposal will be discussed in Parliament at the end of September.
