Two agents from the Russian paramilitary company Moran Security Group were aboard the Bocaray, a vessel intercepted by France in September. Their presence has raised questions about their true mission, with possibilities ranging from representing the oil cargo to intelligence gathering or even subversive actions like drone deployment. The ship, part of a Russian "ghost fleet," was found to have some of its cargo lost at sea. The agents' role is under scrutiny as the prosecutor in Brest has requested a one-year prison sentence for the ship's commander, Chen Zhangjie. The analyst Ulrich Bounat suggests their involvement could be linked to Russian vessels frequently navigating near NATO coastlines.
